4th June 2012 PMC "Abbey Insurance" Special Test R |
|
The Police Motor Club will run a Special Test Rally on June 4th starting from Maghaberry Community Hall in Maghaberry, Moira and taking in 25 tests within a 100 mile route. The event is to encourage newcomers to navigation so there will be some simple navigation with all the competitive action on the special tests.
There are restrictions on the type of vehicles which can be used on the event. Simplified they are as follows:-
• Maximum of 4 cylinders
• Forced induction not permitted, e.g. turbo/supercharger not permitted
• Bodywork must be as be as per original manufactures profile, optional manufactures extras are permitted
• All original interior trim must be retained
• Must carry a small Spill Kit (can be ordered through organisers in advance)
• Advertising on vehicles not permitted
Time table
• 08:00 Scrutiny and Documentation open
• 10:00 Drivers briefing
• 10.31 First car starts
• 13:15 – 14:15 – Lunch halt
• 15.45 First car finishes
• 17.00 (Approx) Results declared final and prize giving.

I hope the 4 cylinder and interior (including headlining) rule is NOT the way forward for the lanes events! Big Triumph's leak so no carpet & too many cylinders. Now I have to do it in a midget!

As I read the "rules" Twin cam/16 valves are only acceptable if injected not carbs! Is this your idiot friend Loverage again?

But seriously I think that part of the problem is that at the moment these events are so new for many clubs/organisers and each is reading the MSA rules and putting their own interpretation on them so no two clubs have quite the same rules etc.
There are a group of us who are now getting together once a month or so and we're trying to hammer out a common set of regs for both cars and events etc. My own feeling is that we want to keep something that is cheap, simple and good fun and where people can use the cars they already have. If you have any ideas you want brought up feel free to drop me a PM.

The mention about the cars on this occasion is because the Police Motor Club appear to have misunderstood the relevant MSA rules as they are using the stage/road rally rules regarding acceptable vehicles for a Navigation rally with special tests permit.
This as I understand the rules does not require the nonsense regarding engine cylinders and chokes.
I note you have been "lucky" enough to have been part of this new group who are trying to either help or destroy this type of rally! (I can guess which side of the argument you will stand on and more power to you!)
Who is invited to the group and how have they been chosen? I have not been but have recently been informed that myself and cars I have been involved with have been discussed.
I think the best plan should be to use the QUB regs. After all they were the instigators and have a 3 year start on the other clubs.

I appears the psni mc have had a change of heart regarding the regs for this. There in now NO restriction on: C.C., number of cylinders, number of carb chokes, or the need for fitted interiors or headlining. I am waiting for Philip Summerville to forward the e-mail he has received confirming this and will post it as soon as possible.

As promised earlier, please find below a copy of the update regarding eligible cars for June 4th.
Philip,
All the clubs involved in these events got together earlier this year in an effort to draw up a standard set of regulations so that all competitors would know exactly where they stood.
Our regulations were drawn up as things were understood at that time!
Since then things have progressed and we have taken this under advisement.
What we now understand is that the only regulations, under R18 Blue Book, which refer to Special Test Rallies are regulations 18.3.3; 18.5 and 18.6 - I know what does that mean!!
Regulationm 18.3.3 states
Engines must comply with the silencing levels G.11.1, J.5.17 and 4.1 and have induction air filter elements fitted that ensure the vehicle complies with noise regulations J.5.17.
Regulation 18.5. (which refers to lights) states
Vehicles must have a maximum of four forward facing beams, as well as side and indicator lights, unless further restrictions are specified in SRs.
Regulation 18.6 states
18.6. The vehicle must be currently registered and taxed as a Private Car and comply with all statutory
regulations as to the Construction and Use regulations (especially regarding brakes, lighting, tyres, warning
devices, rear view mirrors, silencers, speedometers, wings and windscreens).
18.6.1. Vehicles may not use racing style numbers, nor have any advertising except for event sponsor
decals which must be incorporated within the rallyplate.
18.6.2. They should be equipped with an effective method of stopping fuel supply, operable by the Driver
when normally seated (the ignition switch would normally cover this requirement) and must use pump
fuel as defined in Nomendature and Definitions.
18.6.3. Brakes are free but must comply with Construction and Use Regulations. A hydraulic
handbrake is permitted. This must incorporate the existing manufacturers handbrake lever, mounting
position and pivot point.
18.6.4. For all road events, the use of global positioning systems or any other type of position determining
device is prohibited and will be penalised in accordance with 13(p). Exceptionally, the SRs for
Navigation Rallies and Navigational Scatters may Permit their use.
18.6.5. Where an event includes any Section or Special Test held wholly or in part on private property all
vehicles must carry a Small Spill Kit complying with J5.20.13. Recomended for events held wholly on the
public highway
Which, as far as I can make out does not make any restriction on the number of cylinders or the cc.
As long as the vehicle is taxed and MOT'd it should be OK.
Next year there may well be different regulations drawn up between the clubs which MAY put further restrictions on cyclinders/cc etc, but as of now there is no restriction.
I know this is long winded, but the bottom line is -
No. of cylinders = no restriction;
cc = no restriction
interior trim = no restriction as long as it is SAFE.

Clarification will come out with Final Instructions - unfortunately we can not change the published SRs

Actually my understanding was that there was an open invitation to the first meeting in the Millbrook about 2 or 3 months ago to anyone that was interested in these events. There was about 30 or more people at that first meeting - ANICC reps, club reps, drivers and navigators. As is the way of these things there were only about 8 or 9 of us at the next one - I for one enjoy these evenmts and am keen to see them continue but my own feeling is that we need to do something with the events so that speeds don't get out of hand.
My own feeling is that the cars we have are OK as is but we need to tweak the events to keep the "powers that be" happy as far as speed and safety are concerned.
