This may be of interest to those taking part in Northern Ireland Targa Rallies
Extract from minutes of ANICC meeting 5.9.16:
ANICC Targa Rallies (update) – Malcolm McQueen advised that the sub-committee met on 2nd August 2016. The panel reviewed all reports presented to date with matters moving forward regarding scrutineering and eligibility, however noted that tyres are an issue and reference was made to the relevant section of the MSA Yearbook. Malcolm also highlighted the MOT differences between mainland regulations and those in Northern Ireland with respect to construction and use regulation 454 (NI) which appears to be at odds to MSA GR R18.6.3. Malcolm advised that persistent offenders are being identified and clerks and officials must work together to ensure compliance. The recent Rathfriland event was highlighted as good practice when one competitor was refused a start due to ineligibility. Finally Malcolm explained that Ian Davis at MSA had noted a technical issue in the proposed ANICC Targa Regulations which will require a minor re-write. Nicky then confirmed that all events continue to be monitored and reports completed which have been shared with MSA. Clerks also reminded that their duties and decisions must always be supported by MSA general regulations to avoid unnecessary responsibility.
18.6.3. Brakes are free but must comply with Construction and Use Regulations. A hydraulic handbrake is permitted. This must incorporate the existing manufacturers handbrake lever, mounting position and pivot point
